In Florida, it’s not illegal to send a text message while driving—but that might soon change, as Congress is considering paying states to outlaw texting behind the wheel. Under a new transportation bill in the Senate, states would receive additional funds if they pass legislation to ban texting while driving. The bill would also oblige these states to spend a percentage of the money they receive on programs for anti-distracted driving.

But the bill has been met with some opposition. Opponents of the legislation argue that the incentive funding is an improper effort by the federal government to manipulate state law. They think that states should be free to decide on their own whether to pass distracted driving laws or not.
